Cuba's early 1990s silver program coincided with the collapse of Soviet subsidies, which gutted the island's hard currency reserves almost overnight. These issues were minted explicitly for foreign exchange — sold abroad through state numismatic agencies to generate the dollars and deutschmarks the domestic economy desperately needed. They never circulated in Cuba.
