Nuevo León was one of thirty-one states featured in Mexico's long-running series of silver proof issues celebrating regional identity, authorized under a program that ran through much of the 2000s. The Casa de Moneda de México struck these in relatively small proof mintages compared to the base-metal circulation versions produced alongside them.
KM#741 places this squarely within that state series. Nuevo León's industrial weight — Monterrey remains Mexico's manufacturing capital — made it a politically straightforward inclusion, but the series as a whole was driven more by collector revenue than any particular commemorative occasion.
