Juan de la Cosa was the Basque cartographer and navigator who sailed with Columbus on the 1492 voyage and later produced the first known European world map to depict the Americas, dated 1500. Cuba's late-Soviet-era commemorative program leaned heavily on Age of Discovery subjects during the 1980s and early 1990s, partly because such themes were exportable and saleable in Western numismatic markets at a time when hard currency was scarce. This coin was almost certainly produced for that collector export trade rather than domestic circulation.
