Paraguay's Oficina de Cambios — effectively a state exchange office rather than a central bank — issued this series during a period of chronic monetary instability following the country's catastrophic 19th-century wars. The American Bank Note Company supplied the plates, as it did for most Paraguayan government paper of the period, producing work of considerably higher technical quality than the issuing authority's domestic capacity could have managed.
Two signature combinations are known for P#144, reflecting sequential administrations within the office. Riart later served as Foreign Minister, which gives the second combination some historical interest beyond the note itself.
