The Oficina de Cambios was not a central bank but a government exchange office created to manage Paraguay's chronic foreign currency shortages in the early twentieth century — a paper arrangement more than a banking one. Its notes circulated alongside those of private banks in a monetary environment that remained fragmented well into the 1920s.
Three distinct signature combinations appear across the P#141 series, reflecting staff turnover within the office rather than separate emission dates — all share the 1916 print run from the American Bank Note Company. Zubizarreta's signature is the constant across all three pairings.
