Cuba's hard-currency collector coin program expanded aggressively in the early 1990s as the island's economy collapsed following the Soviet withdrawal of subsidies — the so-called "Special Period." These silver issues were never intended for domestic circulation and were sold exclusively for foreign exchange, a straightforward mechanism for pulling dollars and deutschmarks from Western collectors while Cuban citizens transacted in pesos with no access to them.
The colorization was applied post-strike, a technique that divided collector opinion sharply throughout the decade and remains controversial in certification circles.
