Cuba issued a series of FIFA World Cup commemoratives well ahead of the 2006 Germany tournament, part of a broader hard-currency collecting program the Castro government ran through the 1990s and 2000s to generate foreign exchange. These coins were never intended for domestic circulation — the peso had no meaningful purchasing power in that economy, and silver .999 issues existed almost entirely for export sale to European and North American collectors through state dealers.
