The 1996 World Summit on Food was convened in Rome by the FAO in November of that year, drawing heads of state and government to address chronic hunger affecting some 800 million people globally. Cuba's participation — and its decision to commemorate the event in silver — carried pointed political weight for a country still deep in the "Special Period," the severe economic contraction that followed the Soviet collapse and was compounded by the ongoing U.S. embargo.
