Cuba issued a sprawling series of commemorative silver pieces throughout the 1990s tied to Expo 2000, the world's fair held in Hanover — not Paris. The Paris connection here is the subject depicted, not the venue. These were produced primarily for the collector export market, a revenue strategy the Cuban state leaned on heavily during the Special Period following the Soviet collapse, when hard currency was desperately scarce.
