Cuba's Expo 2000 commemorative series was issued well ahead of the Hanover exposition itself, part of a sustained hard-currency export program the Cuban government ran through the 1990s. With the U.S. embargo cutting off conventional foreign exchange, the Banco Central leaned heavily on collector coin sales to international numismatic dealers — particularly in Europe and Japan — as a reliable source of convertible currency. These pieces were never intended for domestic circulation.
The dual KM references suggest both a standard and a proof or colorized variant were produced under the same design program.
