The 1930 centennial of Uruguay's first constitution gave the government occasion to commission a prestige issue rather than a routine replacement series. Clément Serveau, better known for his French postal stamp work, handled both faces — an unusual assignment for a foreign commercial artist on a Latin American commemorative. Jules Piel's engraving on the obverse is the finer of the two sides; Deloche's reverse work is competent but plainer.

Banque de France handled the printing, which was not uncommon for Uruguayan notes of this period. Pick 19 is genuinely scarce in higher grades — the 1930s were hard years in Uruguay, and these circulated.
