Part of Mexico's ongoing "Mexican States" commemorative series, which the Casa de Moneda launched in 2003 to cycle through all 31 states plus the Federal District over roughly a decade. Each state received a single proof issue; Chihuahua's appearance in the 2006 run placed it among the second year's releases. The series was driven partly by collector revenue and partly by a broader institutional push to document regional identity through official coinage.
