This issue belongs to a Cuban commemorative series pairing Simón Bolívar with José Martí — a politically deliberate coupling that the Castro government promoted heavily from the 1970s onward to position Cuba within a broader Latin American revolutionary tradition rather than as an isolated socialist state. The Banco Nacional de Cuba produced numerous silver issues in the early 1990s almost exclusively for the export collector market, as hard currency shortages following the Soviet collapse made foreign numismatic sales one of the few reliable income streams available.
