Cuba's commemorative silver program of the late 1980s and early 1990s was largely export-driven — produced for foreign collectors and sold through state channels to generate hard currency at a moment when the Soviet subsidies keeping the Cuban economy afloat were beginning to unravel. The timing matters: 1990 sits one year before the USSR's collapse triggered Cuba's "Special Period in Time of Peace," the most severe economic contraction the island had seen since before the revolution.

Issues from this program were struck in limited quantities and rarely entered domestic circulation, which accounts for the consistently high surface quality found across surviving examples.
