Argentine provinces regained the right to issue their own quasi-currencies during the 2001–2002 convertibility collapse, when the federal government froze bank accounts and a nationwide cash shortage forced subnational authorities to print emergency scrip. Jujuy's issues from this period circulated alongside the better-known Buenos Aires "Patacón" and the national "Lecop," functioning as wage payments and change-making instruments in a province with limited fiscal reserves and high dependence on public-sector employment.
A 2007 date places this note late in that emergency cycle — most provincial currencies were being wound down by then under federal pressure to re-centralize monetary control. Late-series provincial issues were often printed in smaller runs, which affects long-term supply.
