San Juan's provincial quasi-currency of the 1990s belongs to the broader Argentine lecop and patacón phenomenon, though San Juan's own instruments — known locally as huarpes — predate the better-known national emergency issues by several years. The province began issuing these notes amid severe fiscal stress as federal co-participation transfers dried up, using them to pay government workers who had little practical choice but to accept them.
Provincial acceptance was legally mandated for local tax obligations, which gave the notes enough forced circulation to function. Whether private merchants honored them was another matter entirely.
