The Philippine National Bank maintained regional branches with limited note-issuing authority during the Commonwealth period, and this Iloilo City obligation belongs to a category of locally produced emergency issues that proliferated as Japanese forces occupied the archipelago in 1941–42. With Manila cut off or compromised, branch offices scrambled to produce their own paper to keep commerce moving in Visayas-held territory.
Local production meant inconsistent printing quality and paper stock — a known characteristic of the S329 series — and genuine examples frequently show uneven inking.
