The Free Samar Currency Board was one of several provincial guerrilla currency authorities established in the Philippine islands after the Japanese occupation began in 1942. These local boards operated under the broader framework of resistance governance, issuing emergency notes to keep civilian economies functioning in areas outside Japanese control. Samar's geography — heavily forested, difficult to penetrate — made sustained guerrilla administration more viable there than in many other provinces.

Counterfeiting and Japanese-issued Mickey Mouse money both circulated alongside these guerrilla notes, and locals often had to decide daily which paper to accept.
