Negros Occidental was one of several Philippine provinces that issued its own emergency currency following the Japanese invasion of late 1941 and the collapse of normal banking infrastructure. These guerrilla pesos — the term used even in official correspondence — were authorized by provincial governments operating under extraordinary wartime conditions, with local printing resources substituted for the Commonwealth's centralized facilities.
The Nalco Press was a local commercial printer pressed into emergency service. Paper quality and ink consistency vary considerably across surviving examples, a direct consequence of wartime supply constraints rather than negligence.
