The Negros Occidental emergency notes of 1941–42 were produced after the Japanese invasion cut off the islands from Manila and the national banking system. Local governments and committees across the Visayas scrambled to issue their own currency to prevent economic paralysis — Negros Occidental among the more organized of these efforts, backed in name by the Philippine National Bank's regional authority.
Filma Press was a local commercial printer, not a security printer, which shows in the notes. Counterfeiting was a known problem with the entire Visayan emergency series, and distinguishing genuine issues from contemporary forgeries remains one of the practical difficulties in collecting these pieces.
