Banco Industrial de la Província de La Rioja was one of several provincial banks that emerged in Argentina during the early 1880s under legislation permitting provinces to charter institutions empowered to issue their own currency backed by national bonds. The arrangement was chronically abused — many provincial banks issued far beyond their bond reserves — and the entire system collapsed in the Baring Crisis of 1890, which wiped out most of these institutions and their paper simultaneously.
Guillermo Kraft was among the most active commercial printers in Buenos Aires during this period, handling a substantial share of provincial bank work that larger international security printers did not pursue.
