The Banco Provincial de Santa Fé was established by the provincial government in 1874, part of a broader Argentine pattern of provincial banking that operated largely outside federal monetary control. By the 1880s, provincial banks were issuing their own currency with genuine legal-tender status within their territories — a situation Buenos Aires tolerated uneasily and eventually dismantled through the 1890 banking reforms following the Baring Crisis.
American Bank Note Company printed the bulk of Argentine provincial paper in this period, and their Santa Fé commissions follow the firm's standard intaglio production of the era. The PS prefix in the Pick system signals provincial status, distinguishing this from federally authorized emission.
