The Administración de Hacienda y Crédito operated as Colombia's national treasury authority in the years following the 1850 fiscal reforms, which dismantled the colonial-era tobacco monopoly and left the government scrambling for new revenue mechanisms. Treasury notes of this period were issued against anticipated customs receipts, not banking reserves — a distinction that made them politically contentious from the outset.
PS157 is among the earliest catalogued Colombian paper obligations. Surviving examples are rare; the 1860s civil conflicts disrupted redemption entirely, and most outstanding notes were simply never honored.
