Cuba's hard-currency commemorative program of the 1990s was essentially a foreign exchange operation — these coins were never intended for domestic circulation and were sold almost exclusively to European and North American collectors through state export channels. The Swiss railway connection is a peculiar choice for Havana to celebrate, but the program routinely issued pieces honoring foreign anniversaries with no direct Cuban relevance, targeting collector markets in the commemorated country itself.

Switzerland's federal railway network, the SBB, was formally unified in 1902 after the federal government nationalized the financially troubled private lines — making 1996 the 150th anniversary of the first Swiss rail service, which ran between Zurich and Baden in 1847.
