El Banco Otero & Cía was one of the provincial free-banking outfits operating in Argentina during the 1880s, before the financial reforms and eventual centralization that followed the Baring Crisis of 1890. These institutions issued their own notes under relatively loose provincial oversight, and many collapsed or were absorbed well before redemption could be guaranteed — leaving circulating notes as de facto losses for holders.
PS#2003 designation places this within the specialized South American provincial banking material, a category where surviving examples are genuinely uncommon. Otero & Cía left almost no institutional paper trail by modern standards.
