Finland had gained independence from Russia in 1917, and the early copper issues of the new republic were struck at the Helsinki mint, which had operated under Russian imperial authority since 1864. The transition to fully autonomous monetary production was administratively straightforward — the physical infrastructure was already Finnish in all but name.

Production ran interrupted through 1940, the year the Winter War with the Soviet Union concluded. Wartime copper demands would eventually force compositional changes in Finnish minor coinage, making the later dates in this run the last of their kind.
