Macao's handover to China on 20 December 1999 came 26 months after Hong Kong's, giving the Monetary Authority time to observe how its neighbor had handled the numismatic politics of transition. The result was a deliberately measured coinage program — neither triumphalist nor nostalgic — that acknowledged the creation of the Special Administrative Region while preserving the pataca as the territory's distinct currency, a status guaranteed under the "one country, two systems" framework through 2049.
The bimetallic format was already in use for the circulating 10 patacas, so this commemorative slotted neatly into an existing denomination without requiring new production infrastructure at the Imprensa Nacional–Casa da Moeda in Lisbon, which had struck Macao's coinage for decades.
