Belgrade Municipality issued small-denomination emergency notes in 1920 to address a severe shortage of fractional coinage that plagued Yugoslavia in the immediate postwar period. The new Kingdom of Serbs, Croats and Slovenes had not yet resolved the competing currencies circulating across its newly assembled territories, and local authorities across the country stepped in with their own provisional scrip. Belgrade's issues were among the more administratively organized of these, backed by the municipality rather than a private merchant or cooperative.

The 10 Para denomination is the lowest in the Belgrade series, and high-circulation attrition means intact examples are harder to locate than their modest face value suggests.
