Struck as part of the FAO's global coin program, which partnered with dozens of national mints through the 1970s to embed agricultural messaging directly into circulating coinage. Pakistan's participation aligned with domestic food policy pressures following the famines and supply disruptions that shadowed the subcontinent in the early part of that decade. Aluminium was the practical choice — cheap enough to justify a coin that was essentially propaganda for grain self-sufficiency.
