Tonga's Government — not a central bank — issued this series directly through the Treasury, an arrangement that persisted until the National Reserve Bank of Tonga was established in 1989. Thomas De La Rue printed the notes throughout the run, and the series remained in use across nearly a decade without a major design revision, which is unusual for a Pacific issuer navigating the currency volatility of the 1970s.
The pa'anga itself only came into existence in 1967, replacing the Tongan pound at par with the Australian dollar.
