Svenska Stenkolsaktiebolaget Spetsbergen operated a coal mining concession on Svalbard under the terms of the 1920 Spitsbergen Treaty, which opened the archipelago to commercial exploitation by signatory nations while keeping it under Norwegian sovereignty. The company issued its own scrip for use within the mining settlement — a closed-economy arrangement common to remote industrial camps where nearest conventional banking was hundreds of miles away across the Barents Sea.
The "r" suffix on the SS13r reference denotes a remainder, and unissued remainders substantially outnumber genuinely circulated examples from this short-lived series.
