Halvor J. Aasland was one of dozens of Norwegian shopkeepers and small businesses who issued private emergency fractional notes during the German occupation, when coin shortages became acute after 1940. These hytte-sedler — cabin notes, informally — filled a genuine transactional gap at the lowest denomination level. Aasland's 10 øre piece was printed by Oluf Rasmussens Trykkeri in Skien, a local commercial printer with no connection to the Norges Bank.

Survival rates for these private issues are uneven. Many were redeemed quickly and destroyed by the issuers themselves once coins returned to circulation.
