The Rome mint's output under Justinian I was directly tied to the Pragmatic Sanction of 554, which reorganized imperial administration in Italy following the catastrophic Gothic Wars. Rome itself had changed hands five times between 536 and 552, and the mint's resumption of regular copper coinage signaled, more than any proclamation, that the city was once again under stable Byzantine control. These small nummi circulated in an Italy economically gutted by two decades of siege and famine.
