By 1993, the Zaïrean currency had entered a phase of collapse so severe that the central bank was issuing notes in denominations that would have been unimaginable a decade earlier. The "nouveau zaïre" redenomination — introduced that same year at 1 new unit to 3,000,000 old zaïres — was a desperate accounting exercise rather than any structural fix. Inflation continued regardless, and this note was obsolete in practical purchasing power within months of issue.
Giesecke & Devrient's Leipzig facility, the former East German operation absorbed after reunification, handled production. The watermark is the sole security feature — thin protection for a currency few trusted.
