The Institut d'Émission des Départements d'Outre-Mer was created by French law in 1959, taking over the note-issuing function previously held by the Caisse Centrale de la France d'Outre-Mer for the four overseas departments — Guadeloupe, Martinique, Guyane, and Réunion. This 1961 issue coincided with the conversion from old to new francs, a redenomination enacted across all French territories following de Gaulle's 1960 monetary reform, which struck two zeros and forced an entirely new note series into circulation almost simultaneously.

Printed by the Banque de France on its own presses, the paper and security work are consistent with metropolitan French issues of the period — a deliberate policy choice signaling that the overseas departments were juridically France, not colonies.
