The Institut d'Émission des Départements d'Outre-Mer was established in 1959 specifically to handle currency for France's overseas departments — Guadeloupe, Martinique, Réunion, and French Guiana — following their constitutional integration as full French departments in 1946. This note carries dual denominations because it bridges the 1960 conversion: the old 1000 Francs face value was redenominated at 100:1 when France introduced the Nouveau Franc, and transitional overprints or dual-printed values were necessary to smooth that changeover in territories where metropolitan reforms arrived on a slight lag.
Banque de France handled production throughout the series, using the same secure cotton stock it applied to metropolitan issues.
