In January 1960, France redenominated its currency at a ratio of 100 old francs to one nouveau franc, one of the cleaner monetary reforms of the postwar period. Rather than print an entirely new series immediately, the Trésor Public issued overstamped or surcharged notes as a transitional measure — this piece belongs to that bridging coinage, with "10 NF" applied over the underlying 1000-franc denomination.
The Trésor Public issues circulated alongside Banque de France notes but were specifically tied to state payment obligations. Pick 14 is among the less commonly encountered types from this transition series.
