Caesarea Maritima was built by Herod the Great beginning around 22 BCE and completed roughly a decade later — an engineering feat that included one of the ancient world's first concrete harbor structures, cast using volcanic pozzolana cement imported from Italy. The port functioned as Judaea's primary commercial gateway under Roman administration and later served as the provincial capital, making it politically and economically more significant than Jerusalem for much of the occupation period.
The 2,000-year anniversary reckoning dates the commemoration from approximately 22 BCE, placing Herod's construction start as the founding event rather than any Roman administrative designation.
