The "United Jerusalem" series began in 1967 following Israel's capture and annexation of East Jerusalem during the Six-Day War — a political act that no UN member state has formally recognized to this day. The 1987 issue marks the twentieth anniversary of that annexation, placing it squarely within a period of heightened diplomatic tension over Jerusalem's status, including sustained American pressure against any moves that might predetermine final-status negotiations.
