The 10 New Sheqalim bimetallic was introduced as Israel's highest-denomination circulation coin, a direct consequence of the 1985 Economic Stabilization Plan that halted one of the worst hyperinflationary episodes in Israeli history — inflation had peaked above 450% annually in 1984. The plan, implemented under Finance Minister Yitzhak Moda'i and supported by an emergency U.S. dollar credit line, reset the currency at 1000 old shekels to the new shekel.

The copper-plated steel center replaced an earlier bimetallic with aluminum-bronze, reflecting a cost-reduction decision by the mint sometime in the series run.
