Indonesia's 1949 emergency issues were produced under severe logistical constraints during the final phase of the Dutch-Indonesian conflict — the period between the second Dutch "police action" of late 1948 and the formal transfer of sovereignty in December 1949. Notes from this series circulated in Republican-controlled territory where Dutch authority was contested and banking infrastructure had largely collapsed.

The "Brown print" designation distinguishes this from other known color variants of P#35, a distinction that matters for attribution since Indonesian emergency-period printings were sometimes produced by multiple sources with inconsistent ink batches.
