Brazil's Thesouro Nacional turned to Cartiere Miliani of Fabriano for this series — an unusual choice, since Fabriano's fame rested on papermaking rather than banknote printing. The mill had supplied security paper to European states for centuries, but acting as the primary production house for a South American treasury note was a different matter. Whether the contract reflected wartime disruption to Brazil's usual suppliers or an existing paper relationship that simply expanded is not documented with certainty.
The "13th Print" designation places this within a long sequential production run that Brazil used to track successive orders rather than distinct design changes. P#35 notes from this period are frequently found with uneven ink distribution, likely a consequence of Fabriano optimizing for papermaking quality over press consistency.
