The Polska Krajowa Kasa Pożyczkowa was created in December 1916 under German occupation as a parallel monetary authority for the puppet Kingdom of Poland — its notes denominated in marks to align with the occupying power's currency rather than the Russian ruble that had previously circulated. Printing locally at the Manitius press in Łódź rather than importing notes from Germany was a deliberate administrative choice, though it meant lower production quality and less consistent ink coverage than the German-printed issues in the same series.
P#3B designates a specific signature or serial variety within the type. Notes printed at Manitius during 1916–17 are known to show considerable variation in paper weight.
