Pick 70 was introduced just months before the Winter War began in November 1939, and the timing shaped its entire circulation history. Wartime hoarding, rapid inflation, and the eventual currency reforms of the 1940s meant that large quantities were withdrawn from use in poor condition or simply destroyed through emergency redemptions.
Printed domestically by the Finnish Government Printing Office rather than contracted abroad — as earlier Finnish issues often were — the series reflects a deliberate shift toward self-sufficient production that accelerated after hostilities began.
