The P#10 series was issued under the Russian Imperial monetary framework that governed Finland as an autonomous grand duchy — the Finnish markka was pegged to gold and managed independently of the ruble, a financial arrangement that gave Helsinki unusual monetary latitude for a subject territory. When Finland declared independence in 1917, notes of this type were already aging stock, yet they remained legal tender through the early 1920s as the new republic scrambled to establish its own issuing infrastructure.

Lithographed rather than intaglio-printed, which puts it below the security standard the Bank of Finland adopted for later interwar issues.
