One of the more materially distinctive issues from the German prisoner-of-war camp system of the First World War. The Offizier-Gefangenenlager at Halle an der Saale was an officers' camp — a meaningful distinction, since officer prisoners under the Hague Convention retained certain privileges, including access to a canteen economy that required its own internal scrip. That scrip needed to be unforgeable by enlisted men or guards, which explains the blue plastic-coated cloth substrate: a deliberate material choice, not a wartime shortage improvisation.
The handstamp serving as the primary security feature was applied by the Kommandantur, tying each note's validity directly to the issuing authority's physical presence.
