Wiesbaden's municipal government issued this note under the emergency currency provisions that proliferated across German cities from 1914 onward, but the 10 Mark denomination is on the higher end for Notgeld of this period — most municipal issues stayed well below that threshold to cover small daily transactions rather than substitute for Reichsbank notes. The embossed seal was the issuer's primary authentication method, a low-tech solution that nevertheless proved difficult to fake at scale.
The "Residenzstadt" designation in the issuer title reflects Wiesbaden's status as the former ducal capital of Nassau and, after 1866, a favored imperial resort town — a distinction the city administration was evidently still keen to advertise in 1918, even as the war collapsed around it.
