Zeulenroda issued this note in 1918 under the emergency currency provisions that allowed German municipalities to plug the coin and small-denomination note shortages created by wartime metal requisitioning. The principality of Reuss-Obergreiz — one of the smallest sovereign states in the German Empire — had been absorbed into the newly consolidated Reuss principality only in 1902, and by 1918 the entire Thuringian region was scrambling to cover basic transaction needs as the imperial monetary system buckled under four years of war.
