The Handelskammer zu Saarbrücken — the Saar region's chamber of commerce — issued this note in 1918 as part of Germany's widespread Notgeld phenomenon, where municipalities, businesses, and chambers of commerce filled the void left by hoarded official coinage and inadequate small-denomination currency supply. The Saar's industrial economy, heavily dependent on coal mining, made liquidity shortages acutely felt at the factory and colliery level.
The dry seal was the issuer's primary authentication mechanism — a modest deterrent, but typical of chamber-issued Notgeld where anti-counterfeiting investment was minimal and community trust did the heavier work.
