Elberfeld issued this note in 1918 as Notgeld — emergency municipal currency produced when the Reichsbank could no longer supply sufficient small denomination money to keep daily commerce moving during the final year of the war. Samuel Lucas was a local printing firm, and using a hometown press rather than a specialized banknote printer was entirely typical of Notgeld production: municipalities worked with whoever was nearby and available.
Elberfeld itself ceased to exist as an independent city in 1929, absorbed into the newly created Wuppertal alongside Barmen and several smaller communities.
